Seminar "local administration and development"
The choice of the theme of local administration for the fifth session is in line with the attention paid by the state to the development of local communities, through the provision of development projects and large investments to serve the people of this country and its welfare, and keenness to raise the level of performance of local development agencies, which are the roots of national development.
The system of Regions (1412 Ah), local councils (1420 ah), the activation of councils and municipal elections (1424 ah) are all indicators of the state's orientation to alleviate centralization and strengthen local participation in the management of Public Affairs in general and local ones in particular.
For example, the first article of the system of district councils States: "this system aims to raise the level of administrative work and development in the regions of the Kingdom, and also aims to maintain security and order and ensure the rights and freedoms of citizens within the framework of Islamic law".
In light of the current developments and future challenges, it is worth highlighting the local administration, identifying its strengths, weaknesses, opportunities, obstacles, ways to build its capabilities and identifying the necessary tools to activate it in a way that serves the public interest. The development and search for the best is a continuous process that does not stop at a certain level of performance and achievement, the roles assigned to different entities require reconsideration.

His Excellency Sheikh Jamil bin Ibrahim Al-Hujailan
The Prince Abdulrahman bin Ahmed al-Sudairi forum for Saudi studies has chosen His Excellency Sheikh Jamil bin Ibrahim Al-Hujailan for the seventh session of this year, due to his many distinguished contributions to the media in the kingdom during his career, he is rightfully considered the dean of media in the kingdom of Saudi Arabia. He was appointed the First Minister of information in March 1963. He supervised the establishment of radio and television networks, worked on the development of media work in the Kingdom and achieved great achievements, then as Minister of health, then as ambassador of the kingdom to Germany and France. He served as the secretary general of the Gulf Cooperation Council. His work during this mission was appreciated by commanders and officials and he was awarded high medals. He retired in 2002. He has an author named "the state and the revolution" who collects his early political articles.

Housing: reality and prospects
The housing crisis is one of the most important crises experienced by many contemporary societies, due to its direct link to all groups of society, and represents a major challenge that countries are making great efforts to confront and reduce its aggravation, especially because the availability of adequate housing for the Saudi family represents a large part of their concerns. In Saudi Arabia, there are great efforts to address the housing problem. This calls for radical and rapid measures to facilitate citizens ' access to adequate housing in order to contribute to the achievement of community stability, which would raise the level of both social and economic development.
In order to find effective solutions to the housing crisis, it is necessary to have a strategy based on a scientific vision that takes into account the expected future demand for housing. While recognizing the important and fundamental role of governments in finding appropriate means to reduce the aggravation of this problem, it is necessary to join efforts in society at the level of the private sector, investors and members of society to contribute to solving this crisis.
It should be recognized that this problem exists, and the solutions used so far have not risen to the required level to solve the problem radically in line with the aspirations of the compatriots. Perhaps the lack of proper planning from the beginning, not giving this problem sufficient attention, and the failure of various relevant authorities to sense the reality of the danger of the housing problem and develop appropriate solutions to it before it occurs has contributed to exacerbating the problem.
